Roanoke Casino Proposal Still in Early Stages as Virginia Considers Gaming Commission

(Virginia).- While other Virginia cities like Bristol, Danville, and Winchester advance their casino projects, Roanoke’s proposal remains under review as lawmakers explore the future of gaming in the state.

Roanoke’s potential casino project remains in the early proposal phase, even as other Virginia locations move forward with their gaming development plans.
During a recent Virginia subcommittee meeting focused on the future of gaming, Roanoke’s casino proposal was notably absent from the agenda. Lawmakers instead heard updates from representatives of the five existing casinos in Virginia, including Hard Rock Bristol and Caesars Danville, who shared details about their revenue growth and community benefits.
The subcommittee is currently weighing the creation of a Virginia Gaming Commission, which would oversee casino operations and regulations statewide.
Among those addressing the committee was Addie Lingle, Chair of the Winchester Economic Development Authority, who urged lawmakers to consider granting an operator’s license for a proposed Winchester casino. “The type of product we’re looking for in Winchester is a destination experience — a resort with hotels, entertainment, and event space,” Lingle explained.
Although Winchester’s City Council has yet to vote on the casino project, discussions about moving forward with the licensing process are ongoing.
Meanwhile, Fairfax has also expressed interest in establishing its own casino. However, Lingle emphasized that Winchester could better serve the gaming and entertainment needs of the Shenandoah Valley region.
The Virginia Lottery was also present at the meeting, reviewing current casino regulations and qualification standards for potential operators in the Commonwealth.
As the conversation about casino expansion continues, Roanoke’s proposal remains on the sidelines — awaiting further review before it can join Virginia’s growing gaming landscape.
